Key Developer of LockBit Ransomware Arrested in Israel, Faces Extradition

A significant milestone has been reached in the fight against cybercrime with the arrest of Rostislav Panev, a key developer associated with the notorious LockBit ransomware-as-a-service operation. Panev, a dual Russian-Israeli citizen, was apprehended in Israel in August and now faces extradition to the United States to answer for his alleged contributions to one of the most prolific ransomware schemes in recent memory. The unsealed criminal complaint reveals intensive efforts by US law enforcement to dismantle the LockBit network. Panev is accused of not only developing LockBit ransomware, but also creating related tools utilized by affiliates, including the affiliate tool known as StealBit.

The Justice Department has disclosed that Panev possessed administrative credentials granting him access to LockBit’s Dark Web repository, which contained the source code for the ransomware and various supporting tools. In addition, it was discovered that Panev’s laptop held access credentials for the LockBit control panel, further highlighting his integral role within the operation.
