From Plan to Action: Vietnam’s Pursuit of Valuable Data in the Age of Digital Transformation

In this modern era, digital data has emerged as the most important, valuable, and virtually limitless resource for any country. The Minister of Information and Communications, Nguyen Manh Hung, has emphasized that successes in creating and effectively exploiting data are at the core of a successful digital transformation. However, despite its growing recognition, the current state of digital data in Vietnam presents various challenges and opportunities for improvement.

Status of Digital Data in Vietnam

The National Digital Transformation Authority has recently released a report shedding light on the state of digital data in Vietnam. Among the eight main criteria focusing on digital data, it was highlighted that five have yet to reach even half of the set targets. This indicates a significant gap between the envisioned progress and the current reality. Additionally, the report reveals that in August 2023, only 14 percent of ministries and provinces offered data sharing on an integrated platform, significantly missing the target of 100 percent that was set for this year.

Recognition and Strategy for Data in Vietnam

Despite the challenges, there is a growing recognition of the importance of digital data in Vietnam. It is crucial to establish a national strategy to effectively develop and exploit this valuable resource. Such a strategy should clearly define the roles of various ministries, state agencies, and localities in the process. By establishing comprehensive guidelines and shared objectives, the nation can harness the full potential of digital data for its digital transformation journey.

Categorization and Legal Regulations

To ensure the safety of information, cost savings, and efficient operation of governmental units, it is imperative to prioritize the precise categorization of data. A systematic approach to categorizing data can enhance its security, accessibility, and usability. Furthermore, there is a need for legal regulations that define the types of data to be accessed exclusively by the state, ministries, and local authorities, as well as the types that can be shared and accessed by the public. These regulations will not only safeguard sensitive information but also promote transparency and accountability.

Data Processing and Exploitation

While acknowledging the value of digital data, it is essential to recognize that data processing and exploitation are of paramount importance. Raw data alone cannot bring about significant advancements; it is through advanced analytics, interpretation, and utilization that data truly becomes a valuable resource. By adopting technologies like artificial intelligence, machine learning, and data analytics, Vietnam can unlock powerful insights and drive innovation across various sectors.

The digital data resource is undoubtedly meant to be shared and utilized to create even more beneficial value. It is imperative to direct these efforts towards serving citizens, businesses, and the government better. By acknowledging the significance of digital data, implementing a national strategy, establishing clear roles, and enacting comprehensive legal regulations, Vietnam can harness the full potential of digital data for its digital transformation agenda. Moreover, by focusing on data processing and exploitation, the nation can unlock new avenues for growth, efficiency, and innovation.
